Sample included from 30 facilities during the three assessments in Rajasthan. Legend: We observed 2–3 additional admissions or childbirths per facility to adjust for overall sample size, in case we had fewer numbers from any facility or if we had to discard any case during data cleaning. One facility did not have/ had very less vaginal deliveries within 10 days of our observation in the first assessment. Among the facilities; 13 in time 1, 11 in time 2 and 3 did not have NBSU/SNCU. Quantitative data from Dholpur is not included in the analysis but qualitative analysis is presented in the results
